What does the X4 mean in an PCIe Gen X4 NVME drive?

So basically, I keep hearing that NVMe cards need 4x PCIe lanes But then I keep seeing posts saying that they can run at 2x lanes  A Samsung SSD that can use up to four PCIe lanes The numerical naming convention is used to define the size and functionality of the card, here is how:
